Currently they are first improving the Mach version, but Neal Walfield works 
on the Viengoos Microkernel, which should deliver some missing pieces and 
looks like a very promising base for GNU/Hurd systems. 

(for example Viengoos supplies an advanced resource management framework, so 
users can't create problems for others by hogging CPU time and similar). 

But the current version is runs on a modified mach kernel. 

If you want to see what the Hurd can currently do, just try one of the qemu 
images of the Debian GNU/Hurd and play a bit with it. Our wiki is down at the 
moment, so I can only give you the direct link: 

- http://ftp.debian-ports.org/debian-cd/K16/debian-hurd-k16-qemu.img.tar.gz

You can just start it with 

$ tar -xzf debian-hurd-k16-qemu.img.tar.gz
$ qemu debian-hurd-k16-qemu.img
