There is some kind of Roadmap I wrote a while ago: 

* What we need (for our daily work):

and

* Tasks for the Hurd (compiled from what we need): 
http://gnu.org/software/hurd/community/weblogs/ArneBab/tasks-for-the-hurd.html

Please note, though, that these are only my personal opinion what would be 
most useful and not official roadmaps.
