Good question.
Submitting to the Debian bugtracker only would make maintainers have
to forward upstream. Forwarding upstream is more perenial, but only
upstream would make the patch appear in Debian much later. So I'd
actually recommend submitting both to upstream, check with them how they
prefer the patch, and then submit the upstream patch to the Debian bug
tracker.
