This is not the case for the Savannah glibc, apparently.  I was
following a Hurd wiki page that said to use the
tschwinge/Roger_Whittaker branch.  The installed libc.so contains only
AS_NEEDED ( /usr/lib/ld.so.1 ).  Perhaps I can adjust this and send a
patch for that branch instead.
