[PATCH] 1(3) hurd+glibc: Support for file record locking

Hello,

Attached is the first part of the patches for file record locking:
libfshelp_rlock.patch
libdiskfs_file_record_lock.patch
libtrivfs_file_record_lock.patch

The second part is following in a subsequent email:
libnetfs_file_record_lock.patch
pflocal_fs.c.patch
hurd_add_RPC.patch

The third part is following in a subsequent email:
libfshelp-tests_rlock.patch
revert-git-lockf-0.diff
revert-git-fcntl64.diff
fcntl.diff

The hurd patches are made against Debian version 0.9.git20190331-8 and
the glibc patch against 2.29-1. The patches should preferably be
applied in the same order as above. 

All patches contains preliminary changelog entries.

In order to enable upstream commits the code in libtrivfs_file_record_lock.patch
has been stubbed out for now. More (free)time is needed to make e.g. locking of
/dev/null working properly.
