./configure --help says:
--with-PATHVAR=PATH Set the value of PATHVAR to PATH
PATHVAR is the name of a \`PATH_FOO' variable,
downcased, with \`_' changed to \`-'
i.e. if you want to set the path used to invoke cp to /bin/cp, you'd
use --with-path-cp=/bin/cp. Sadly, this fails silently. You have
to use --with-PATH-CP=/bin/cp.
I've committed the following change.
