Assuming it's even safe to rely entirely on the OS version... I know very
little about software version constraints on HP-UX, but it's conceivable
that you could have an up-to-date base system with an older compiler that
doesn't understand "-b". (Maybe if you installed system updates
selectively, etc.)
I suppose the safest approach would be an explicit check ("checking whether
cc accepts -b..."), but that would be a fairly big change to how things are
done now.
