Is it difficult for you to update your chrooted environment so that /usr/bin/file points (via a symbolic link) to the 'file' program you want to use?If I understand correctly, 'file' is used only to set up some variables for ld, but the user can also set these variables manually if need be, in case 'file' isn't found.
File is used to identify the type of object-code produced. Sometimes this is the only way to know for sure what came out of the compiler or linker.
