My MinGW cross compilation environment includes process.h from unistd.h,
but I'm not sure that we can expect that (the cwrapper doesn't use
_P_WAIT on cygwin).
If it helps any, an archaic MinGW install I keep around here does
provide process.h. I am also seeing it in a somewhat old Cygwin
install. It seems likely that including process.h is generally safe
under Windows.
