Thanks--I missed that.  The reference manual is indeed clear, but
the tutorial could be improved.  In First-steps.html, it states
without qualification that:

    Rests are entered just like notes with the name "r"

I suggest adding a sentence to that section along the lines of:

    If a rest occupies a complete measure, use "R" instead of "r".

At some point it might make sense to make Lily convert "r" rests
to "R" rests automatically.  In most cases Lily will do something
reasonable if you just enter the notes without worrying about
formatting; I think it should do that here also.
