1.6.11 web-doc build

I have a problem with the 1.6.11 web-doc build that wasn't
an issue with 1.6.10:

# make web-doc

The offending line appears to be:

# diff lilypond-1.6.10/GNUmakefile.in lilypond-1.6.11/GNUmakefile.in

The .pfa files have yet to be created at this point.
