Ouch. That is very old one. Very strange how that did not get
upgraded before. Please remove it.
There has not been a libkpathea3 in current for weeks, current has
libkpathsea3abi13-2.0.2-2. If you have this very old libkpathsea3, it
may well overwrite or otherwise conflict.
You should have installed to get lilypond-1.8.0-11 to work:
libguile12-1.6.4-12
libkpathsea3-2.0.2-12
lilypond-1.8.0-11
python-2.3-2
tetex-bin-2.0.2-12
tetex-tiny-2.0.2-1 # or tetex-base

It's ok. The cygwin experimental release is, well, experimental.

This is all very old. Please remove and upgrade. Possibly you should
get tetex-tiny or tetex-base from curr.
