You file test.ly is an HTML file, not a LilyPond input file!
If you right-click on the link to the test.ly file and choose
"Save target as ...", you should get an undestroyed version
on your hard disk.

I'm certain that the bug report will look fine as soon as you add
the correct spaces in the command.

As you already have noticed, LilyPond is fairly different from most
other programs you have used before in Windows. It's definitely one
of the programs where you have to read the manual, at least the
Tutorial, before you can expect to be able to do almost anything
useful. On the other hand, once you know how to use it, you could
expect very nice results.
