There shouldn't be any problems with the build order in
the makefiles, they have been used with only small changes for
several years. Also, the standard gnu make in RH 9 will work well.
I'd rather be interested in what happens if you do

export PYTHONPATH=$PWD/python/out
scripts/out/midi2ly
