This should be documented in the manual, if it isn't that's a
serious bug! However, it's well-known to all of us who have
used LilyPond for some year that if you start a context with a
simultaneous ('<<'), a new context will be created for each
of the simultaneous parts. The simple solution is to explicitly
instantiate a context of the type you want before the '<<'.
In your case, start with
score {
  \notes \relative c'' \new Staff{ ...
