Homepage: windows error reporting guidelines

The documentation says (http://lilypond.org/web/download/windows.html):

"Whoops, something went astray, so you have to send a bugreport..."

I think it should be extended:

"Attach the generated test.log file and send it to address@hidden"

Because I think many of the problems can easily be solved by looking at the
generated log file.
