Ottava clef "8" shouldn't be counted

But the 8 should be counted when there is another stave. Is the _8
clef only used for lyrics?

You can work around this by doing

    \override Staff.OctavateEight #'Y-extent-callback = ##f
    \override Staff.OctavateEight #'padding = #2
