titling docs missing titling within score details?

mentions that \header can occur under \score. I used that to start 
retypesetting some of my private lessons sheets. I started putting some 
similar ones into a single file, but found the composer only stated the first 
time. I could not find docs saying any limitations to placing within the 
score block. Perhaps it is caused by having more than one \score block where 
each had their own header section as appropriate.
  Does LilyPond's manual plan to only focus to help people use LilyPond, 
provide only some typesetting information to help them use it, or perhapse to 
go to the extent of becoming an excellent document on typesetting?
