What version of makeinfo do you have? You need at least 4.6.

You're not doing anything wrong, really. We like bug reports much
better than suffering in silence.
However, we appreciate better bug reports even more. You could catch
the error by running make in an emacs shell buffer, or redirecting
stderr:
make 2> LOG2
hit ^C after a while and send the relevant errors to the list.
