report to SuSE?

How about sending one to Slackware? ;-)
Seriously, I took a quick look at the TDS (TeX Directory Structure)
and the teTeX documentation and neither of them specify where these
kind of files should be stored. However, to me it feels more logical
to put them in dvips/ than in tex/. Also, xdvi uses the same KPATHSEA
path variable, TEXPSHEADERS, as dvips, so we don't have to worry about
that.
