I think it could be nice to add a command like \newBar to lilypond, which would be roughly equivalent to setting measureTiming to measureLength (except
that this doesn't work). This command should IMHO also be added to
\cadenzaOff. (i.e., after a cadenza is over, a new bar will start). Any
opinions?

Yes, please!  I was looking for something like this last weekend; once
I'd caught up on doc stuff, I was going to submit a feature request.

Accidentals weren't a problem in my case; I was trying to get bar numbers.
And this section was highly irregularly metered; setting an invisible
time signature for each bar would be quite awkward.
