Sorry, I was a bit unclear. When I said 'staff', I meant the staff plus its 
notes. So in other words, text is placed below (or above) the lowest(highest) 
note grob that occurs at the given moment, if it sticks out from the staff.

(of course there are other kinds of objects than notes, that also affect the 
placing of text)
