I have seen this also but only when I select some instrument that do not play for the same period of time which is not the case for the complete score. So I do not think it is a bug.

I have a system with many, many instruments. I use
\RemoveEmptyStaffContext. Page 1 is OK, because all staves in the system
are forced to appear. With all pages after that: in instances where both
staves in a GrandStaff have no content other than R(m)*(n), the GrandStaff
either becomes invisible but leaves a massive gap or remains visible but
has nothing on it.

Again, code will follow. Just want to see if people have seen this before.
