Lilypond 2.7.28 for Windows 98 does not work

Hi, I have just installed Lilypond 2.7.28 for Windows 98 and I'm afraid to 
report that there is something wrong with it which prevents it from 
generating pdf files. When executing the .ly file, everything went fine 
until it stopped at the PostScript file generation stage. Also, when I 
double clicked the .ly file, the window displaying the execution of Lilypond 
(later GS in normal cases) does not appear. Only the PostScript and text 
file appeared. The resulting text file also generated this error message:

Is this a bug?
I also noticed that when I installed Lilypond, just before the installation 
is complete, the Guile program was executed. The text messages were to quick 
to be viewed but I did notice that the last line is "Bad command or file 
name". I hope this helps.
