Confusing documentation of ragged-bottom

Hi,

In "Page Formatting", it says:

ragged-bottom
   If set to true, systems will not be spread across the page.

   This should be set false for pieces that have only two or three 
systems per page, for example orchestral scores.


I don't understand the comment about setting it to false. Is it possibly
a misprint "false"->"true" or did I miss the point?
