Ick.  Then what does does
\paper{ after-title-space } do?

I don't mind documenting this as a bug in section 10.4.2, but I'd like 
to get some comments from the other dev team members -- is this a bug 
that will be fixed soon, a bug that won't get fixed soon, or deliberate 
design?
