cannot force rests to middle of staff in polyphonic music (ver 2.8.1)

Hello,

I am running version 2.8.1 on WinXP and have a minor bug to report.  When using
polyphonic music on a single staff, you cannot force the rests to go to the
middle of the staff.  Here's a sample ly-file that shows the problem:

I've experimented with forcing the rests to other places, and as far as I can
tell, it's only "b" where it gets confused.
