ragged-last-bottom affects the last *page* of a book (be it made of a
single score or several ones), not the last score, so it does not make
sense to say that.
I'm with Graham on that. If ragged-bottom refers to all but the last page of a \score then ragged-last-bottom should be the last page of a \score. It's easy for a movement (which is often a \score) to be more than one page. Didn't it work this way before \book was introduced? (I'm not sure when \book was introduced).
