I think there is another problem or actual correction in 2.9 series
doesn't correct the bug.

Can you investigate in more detail; the help2man invocation is in

 stepmake/stepmake/help2man-rules.make

I need to know why exactly the convert-ly call is failing.

and FWIW, no I don't have lilypond installed at all; I always run from the development tree directly.
