I checked my downloaded .bz2 again, and it still didn't have it, but 
when I downloaded a new file, it was there.  My original download must 
have gotten cut off at exactly the right place to avoid displaying an 
error... although it's possible that OSX doesn't display such errors if 
you're uncompressing it with the Finder.

Anyway, it's all fine now.
