It should read "preventing combination of staves using a comment"
instead. I'm not sure this is a bug, you obtain the same result
removing the \new Staff lines, so a misplaced \set just after \new
Staff is causing the staves not being created explicitly and therefore
being apparently combined. Placing the \set sentence inside the
\relative music expression gives the expected result.
