I hope you realize you've downloaded an installer for the GNU/Linux
version of LilyPond; if you're running a Microsoft Windows system you
should download the Windows installer on
http://lilypond.org/web/install

If you are using a Linux distribution, you just have to open a
Terminal (Konsole, for instance) and type

sh lilypond-2.10.33-1.linux-86.sh

Then you will probably have to read our tutorial on
http://lilypond.org/doc/v2.11/Documentation/user/lilypond-learning/Tutorial
