Please first try the instructions on how to get started at 
http://lilypond.org/doc/v2.11/Documentation/user/lilypond-learning/Compiling-a-file#Compiling-a-file
(follow the Windows specific instructions) just to make sure that your 
installation is correct.

You mentioned that you had downloaded a LY file. Have you checked what
LilyPond version that file was written for (most LY files have a line
\version "...." that specifies the version)? If it wasn't written for
version 2.11.57 (or close to that version number), you cannot expect
it to work directly. However, you can read at

how to automatically update it to work with your version
