Thanks for the report. I'm not sure what should be the correct way to
print it; would you have a scanned example of a real-world similar
situation?

Of course, the obvious workaround is to invert the voices:

bug = << { \voiceTwo <f c'>2 <g b>4 } \\ \voiceOne <e e'>2. >>
\relative c' \bug
{ \clef bass \bug }
