Several users have reported the following bug, that is extremely annoying:
since the 2.13 branch has been started, Win32 GUB builds are missing the
"lilypad.exe" editor.

As a result, the "Welcome to LilyPond" example file is no longer displayed.
Actually, clicking on the LilyPond icon produces no result whatsoever.
