No, the output is exactly as expected...

Here you create a new CueVoice and assign a cue name. That cue name is set and 
used at the beginning of the piece (not where the CueVoice gets filled with 
notes). So, the "ob." is in effect in measure one, even though the voice does 
not have any notes there...
