Documentation/web-texi2html.pl
is a complete mess.  It has a huge section on splitting filenames which we
don't use (we use the good old --split=section).  It has similar really
ugly things, such as hard-coding the names of different colored pages in
the 2nd-layer TOC page.
(this probably doesn't work with the translation infrastructure, BTW!)

Fix it.  Maybe also integrate it with the main doc init.pl file?  Maybe
maybe also send patches upstream for neat features (like the "split html
files based on numbers" thing?)
