In this case, it's probably best to determine when the problem was introduced.
I tested your example in 2.13.3, and the spacing is normal (...well,
like it is in 2.12.* at least). In 2.13.4, it is not. The vertical
spacing code was rewritten between 2.13.3 and 2.13.4, so this is
likely a bug related to the spacing changes.
