I don't know, especially since I'm not sure mbrtowc() is called at all
in LilyPond on Windows, but there is not an easy way to verify this.

I will attempt to address the mbrtowc() portability issue and the
character/byte-offset problem later today (or soonish).  Thanks for
your patience.
