The documented (man git-commit) commit summary line length is 50 characters  
or less.
 It's easy for me to tell where to stop because Vim stops its syntax  
highlighting
after the 50th character.

As for the second line being blank, I don't know, but I always do it  
because it's
easier to read that way.  (just like when reading email...)

The commit description that follows the blank line is automatically  
line-wrapped when
using Vim, but I don't know what other editors do...
