"Accepted" is the default value when the bug meister adds something. It goes
- accepted
- started (sometimes; we're not very strict about this)
- fix
- verified
"New" means that somebody ignored the "PLEASE DO NOT ADD ITEMS
DIRECTLY" message and added something directly to the tracker. When a
Bug Meister looks at such items, they either mark it invalid,
duplicate, or accepted.
