originally I was going to report this on 2.13.9 and 2.13.8 (I think), but I  
see that
it does the same thing for me on windows 7 for 2.12.3 when I run the  
uninstaller
app. I'll verify control panel uninstall does the same thing for 2.12.3  
also.
