We want tarballs (or maybe zip, if windows doesn't support .tar.bz2) of:
- all split HTML docs
- all big HTML docs
- all pdf docs
- all all docs

they should be linked to in Documentation/web/manuals.itexi @node All.

NB: problably not worth doing this until the new build system, but if
somebody feels a particular itch, I wouldn't turn away a patch that adds
this to the current build system.
