New issue 958 by percival.music.ca: clean up FIXMEs and TODOs in web/*.itexi

Now that people are translating the website, it's past time to clean up all
the remaining FIXME, @help, TODOs, and whatnot.

- if it's a "write some text" issue, do it.
- if it's a "compare the old website and the new website, and if necessary
write more text", do it.
- if it's a build issue, add it to the tracker.
