What about people who want all pdf docs? There's no point them downloading a tarball that has all the HTML docs and png images. Similarly, if somebody knows they prefer html, then why make them download 30 megs (or whatever) of pdf files inside a tarball?

As for the format, I don't know how easily windows users can handle bzip2. I mean, does everybody install 7-zip ? If windows itself can handle zip files, then maybe
people don't bother with such software these days.  I'm not arguing that we
*shouldn't* use bzip2; I'm just saying that we should consult with windows users to
see how this decision would affect them.
