This is to comply with the SVG 1.2 Tiny spec.

The attribute values that commonly have ~20 decimal places are already
rounded with ly:format, but some values are not rounded.

This is low priority, because I have never encountered an SVG user agent
that *restricts* attribute values to have 4 or fewer decimal places.
