This is a long-time regression -- the last good result is 2.6
The difference is not collision avoidance; in 2.6 the tuplet brackets in
measures 1, 4, 7, and 8 are all above the
staff. Apparently there was a change in the algorithm that decides whether
the bracket goes up or down.
Since (a) this is an ancient regression, and (b) there is an easy
workaround (simply use \tupletUp), I'd propose
that this be removed from the critical list.
