The behavior of \bookpart headers is consistent with the one of
\book and \score headers.

But it's inconsistent with global (top-level) headers, i.e.

\header { title = "blah" }
\header { composer = "Me"}

{c'4 }

==> Both title and composer are printed...

So this is not weird.

It's consistent with some other weird behaviour ;-), but not globally
consistent. Also, it's not intuitive. One would expect that multiple local headers are simply joined like global and local headers or multiple global
headers are.

Bug or not a bug?

Not clearly a bug since no-one has answered, so not added to the bug tracker.
