http://code.google.com/p/lilypond/issues/detail?id=534I have *never* had a problem as you reported in (2) I use Lilypond on Windows 7 and have tested on XP. I am assuming you are referring to either right-click open with... context menu and/or once you have associated the .ly extension with notepad that when you double-click it opens in said program.
I have used 2.12.2 and pretty much most of the 2.13 builds (I use 2.13 solely now).
