But if there's no time signature on the left hand side, it will look weird.

I can't see how we can accommodate every possibility (without
significant changes to the break-alignment code), but changing the
default to '(break-alignment . break-alignment) seems the best
compromise, with overrides for the exceptions (i.e., issue 915).
